Species Detection Application Form (SDAF) Guidance

Background

This page provides detailed guidance on applying for a species detection survey permit. The information below outlines the permitting process and requirements to ensure applications are complete and permits are issued in a timely manner.

Authority

The Director of the Fish and Wildlife Branch has the authority under The Wildlife Act, 1998, section 21, to issue permits authorizing individuals, corporations, or government bodies to conduct species detection surveys.

Application Windows and Deadlines

  • Seasonal application windows:

Breeding or Migration Season Surveys (typically March through October): Applications are accepted in the spring and summer. Subscribe to the species detection mail-out list here to be notified when updated forms are available and applications will be accepted.

Winter Surveys: Applications are accepted from November 1st to March 15th.

Applications and supporting documentation must be submitted before surveys begin and in advance of or during biologically appropriate timing windows (e.g. Sharp-tailed Grouse surveys must be performed during lekking season to observe lek attendance) to meet survey effort requirements outlined in.

  • Permits are not issued retroactively. Allow a minimum of seven business days for processing before your planned survey dates. If permit issuance is urgent due to confounding circumstances, clearly indicate this in the cover email. Incomplete or insufficiently detailed applications will be returned to the applicant, leading to delays in processing.
  • For surveys extending across multiple field seasons (e.g. trail camera monitoring), permits and notifications must be re-applied for seasonally. Data must also be submitted at the end of each field season.

  • Submit Bio-sketch Templates and Staff Matrix forms before submitting your species detection permit application.
  • The end of season Staff Matrix must be submitted with data loadforms.

Application Checklist

Submit the following documents to sd.researchpermit@gov.sk.ca:

  1. Completed
  2. Project footprint file (shapefile or .kmz format)
  3. Project Screening Report

These three documents constitute the complete application package. Always use the most recent forms from the .

The project proponent and any other primary or secondary technical contacts must be cc’d when the package is submitted.

Revisions and Updates

If updates to your application are required after submission, send the revised documents to the same email address, ensuring all relevant recipients are cc’d. Previously submitted documents will be deleted. Note that revisions may delay processing times.

Submission Labels

Proper email and file labelling ensures efficient tracking and management. Species detection survey permit application labels should include:

  • Proponent’s name
  • Consulting company
  • Primary Technical Contact (PTC)
  • Project type/name and location

The label must be unique to the project and distinguishable from other labels. Refer to the for standardized labelling formats.

Subcontracting Surveys

For projects involving multiple companies:

  • Each company conducting species detection surveys must submit its own personnel forms and any alternate SDSPs they oversee.
  • Both companies must be listed in Section 1 of the Species Detection Application Form.
  • The company leading the surveys should submit the application package and be reflected in the application label.
  • If a secondary technical contact is added after the initial application, resubmit the application package with an amendment to Section 1.
  • For projects involving more than two companies conducting surveys, include the additional company details in the cover email and indicate how surveys will be divided.
  • Specify which company will submit the survey data loadform in the application cover email.

Key Application Form Details

The application form contains instructions. Additionally, please keep the following in mind:

Section 1 – Contact Information:

  • Use full legal names for companies.
  • The Proponent is the project’s ultimate authority.
  • The Primary Technical Contact (PTC) company typically conducts species detection surveys on behalf of Proponents or subcontracts some or all surveys to another company.
  • A Secondary Technical Contact (STC) company is subcontracted to conduct some or all surveys. Do not use section 1.C. to reference an alternate contact from the same company as the PTC.

Section 3 – Description of Proponent’s Proposed Project:

  • The Title of Proposed Project (section 3.A.) may include a project name (e.g. Beaufort Wind Facility, Condor Solar Facility, Highway 619 Upgrades).
  • The Title may include a project reference (e.g. file or contract number) to distinguish it from other projects.
  • If species detection surveys will extend over more than one season, use the project title (and label) associated with the previous permit that was issued.

Section 4 – Location of Proposed Project:

Tailor your entry in section 4.A. to complete the following sentence: “The project is located...”

  • Adapt the entry as needed for linear projects and polygons.
  • Refrain from including references at the scale of Ecozone or Rural Municipality.
  • Avoid including “±¦ÍþÌåÓý,” “Sask” or “SK” as it is implied.

Section 5 – Administrative Boundaries, Regulatory Processes and Land Designations:

In sections 5.A. and 5.C. list all administrative boundaries and lands with special designations within the project footprint, as identified in the HABISask Project Screening Report.

Section 6 – Species Detection Survey Protocols (SDSPs) for Research Permits and Notifications:

Align all surveys listed in this section with the accompanying species detection loadform (Survey Summary tab). For surveys without a ministry protocol, submit an SDSP Template. See the species detection permitting web page for more information on submitting your own SDSP.
